If my recollection is correct, after the COC problems with air drilling, Maxam quoted the contractor as saying that the "best" way to sample (also the costliest) would be with closed end coring equipment where sample loss would be minimized. Now it appears they are going with a "middle of the road" technique using water drilling, where the fines might not "blow away" but where it might now be necessary to assure the fines are not "washed away" with the water that is circulated in the drilling process and that the samples are dried sufficiently to allow the metals to be processed for analysis.

Would have liked them to have opted for the coring process, at least on a few wells - their credibility will be affected if they have another low COC test result (not that I expect the water drilling not to work, only that it seems riskier than the core drilling).
