It's been a long wait. Because there have been so many disappointments (few of them KCA's fault), my suspicion is that the share price recovery will take some time yet. I think investors will want to see NYCT revenues climbing in two successive quarterly statements before the stock regains its following. Therefore my guess is that it will start to move up (on a permanent basis) around Easter of next year.

However I did not realize that KCA would get 20% of the contract revenues. I thought it was more like 8-10%.

Good thread, by the way. All KCA watchers should read the link you provided.
