I think they counted schools, hospitals, bridges, trains, civilian convoys, water and electrick plants, empty buildings, TV stations, foreign embassies as legitimate targets...

1439 GMT, 990624 – The Times of London reported
June 24 that KFOR forces in Yugoslavia have counted
only 13 tanks that were damaged by the NATO
bombing. This sharply contradicts NATO estimates
that 40 percent or more of Yugoslavia's approximately
300 battle tanks had been destroyed. The Times said
that an unnamed source in the NATO KFOR force said
that the Serbs were adept at deceiving NATO pilots
with fake tanks and bridges. The source also said that
NATO had counted over 250 tanks and 450 armored
personnel carriers leaving Kosovo. |
