I doubt very much that the SF city council discussion on open access will prevent ATT from going ahead with design and preparation spending. They may wait to lay cable until such a decision is made. But even this outcome doubtful, since ATT believes they will win in the Federal courts-in fact Portland is currently being contested and ATT wants/needs a Federal appeals court decision to set precedent for future venues.
The point I'm making is that the design and preparation fees are substantial and are much higher margin than the cable laying. IFCI will be booking design revenue in the third and fourth quarters would be my guess.
