I believe the banks know the infrastructure costs and plan to develop it. Hey, US banks process 65 Billion checks a year... Think that requires some infrastructure??? In fact, the electronic version of the payment system should require even less infrastructure.

They will lose for business reasons. CheckFree has too many billers, and the makings of a great distribution network (portals, banks, brokers, etc.) I don't think the exchange has much value to add. But, these banks do have lots of customers, so they might be able to get some (probably small) piece of the action. IMHO
