Without going to the net to brush up on it, a lot of concrete boats were built in World War II. This is strictly memory, Henry Kaiser had a concrete boat building facility in California, and the workers all got sick from the concrete dust, so he persuaded FDR to let him start a clinic and the government paid for the men's health care. That's the start of Kaiser Permanente. It was called the Permanente something or other, that's where the name came from.

I am going to go look this up now. I have been toying with the idea of writing a history of Kaiser Permanente, and calling it something like "The Evil Empire."
