market makers can short anything at anytime regardless of listing and or excahnge and may stay naked and or borrow without penalty and do not have any time limits if they get bought in they may just go back to the offer and resell..they may also be low offer if they know they are subject to a buyin and then they end up selling the stock for their own buy-in.,..effectively cancelling this threat..IPO's splits ..dividends ..none of it matters to amrket maker..I should know I was a MM for over 6 years

And then there are Reg S <offshore placements> and
Convertible Debentures

Also any BB stock is shortable through a Canadian broker, or any foreign brokerage firm.
