Oh KIrt yes you are.

1.) Offshore accounts which is accounts outside the US territory.
2.) MM that are filling calls will go short
3.) Even someone with a ton of money can if they have the 2.50 per share as a back up.

So as you can see shorting is not very hard to do. MMS can cover at the bid too. Short on the uptick. Learning level 2 tells you whatr is happening. Lots of tactics to keep the market and a stock liquid.
