He'll raise a quarter, and leave his options open for futher cuts.

This will cause an immediate 10-15% crash, but he'll be able to say he didnt overdo it by raising rates too high..

If he raised .5, he would be blamed for being too agressive.

His favored scenario is obviously one that keeps the bubble from destroying our economy, and makes him look good in the process. He'll do .25, absolutely certain.
