How are they going to reduce shipping costs if the package has to be mailed to their office in Miami and then re-shipped to the Latin American address?

If you use them you're not buying cheap. You're basically buying a service to get a commercial package through customs and handle all the export headaches.

All this is uninformed speculation, but I'd guess that this company will actually briefly take title to the goods they're handling so they can use their own export licenses. This means that PeanutButter.Com could accept orders from and ship to Brazil through these guys and never have to get an export license.
