See in the middle of the diagram where it shows a "Remote Terminal"? Well, that's the infamous DLC (Digital Loop Carrier) that AFCI, DSC, TLAB, LU, etc. makes. The ONU does not replace the DLC, but as shown, the DLC must have fiber interfaces on the output side to perform in the manner shown. ONU typically is cheaper and has fewer output interfaces than a DLC, usually with only copper interfaces on the output whereas a DLC can output fiber, copper, even some can do coax outputs.
