Gary, show me one commercial application of ATM over IP,
QoS would be a big mess.
Legacy equipment have long depreciation time, and dumping it is a pure wasting of money.
Otherwise we would already see big telcos dumping all circuit-based gears and buying packet-based.

Would you like to make business conversation over IP, or 911 call!!!

UUnet do not care about delays, and IP-economy -class networks, with lower profit are in demand as well as business class networks with higher profit.
BT for example is moving its IP services over ATM network.
Go to British Telecom home page,search for ATM and read white papers.
Very similar plans are for BT-ATT alliance and ATT will have lots of IP over ATM.
BTW, very large service providers do not care what can be done. They take what is working well, and is proven.
