IS, CHAR looks interesting.
* The 10Q shows significant liquidity problems. Negative working capital is a bad thing, filing says they don't have the capital to make it through 1999 without raising more.
* the 10k shows negligible share ownership by the CEO.
* Companies that have most of their operations in far-away places, like Kazakhstan in this case, fit a profile for possible scams.

I assume the news (that the contractor who was drilling their well in Kazakhstan quit) is bad news, although I don't really understand it.

Less than 1 M shares out now, so might be hard to borrow?
