@Home will have a difficult time adding VOD to their service because they share a single QAM channel (about 30mb/s) over many 100's of users. They have no way to manage peak loading. They will be able to support streaming applications but since they can never quarentee a sustained amount of bandwidth to a single subscriber it will never support true VOD.
