No, I don't think that's it. What you are describing sounds like "in-situ leach" which is used in Uranium mining. That's been around for 30 years, and has been used in many places like Texas, Wyoming, Australia, and many European nations. It does bill itself as environmentally friendly, but as you say, ground water contamination is the big problem. The leach solution itself is fairly benign, but the heavy metals that get dissolved are the problem. At least, that's my understanding.
