I understand your point about most people obtaining high speed access at work but I think there are millions who would pay $50 a month for faster access. Time is the most valuable commodity that I have and if I can get the information that I need faster, I will pay for it. Very often I wait at home for my 56K modem to download pages. These seconds add up to minutes and hours of unproductive time That I would rather use elsewhere. These are not minutes that I would use to further explore additional sites. For me, it is purely lost time.
The other issue is the use of the phone lines. I don't like my phone lines being used for internet access. Additional phone lines are expensive to installas well as incurring a monthly service charge for relatively slow srvice. I would rather pay for fast cable.
Thirdly, as more people obtain more of their daily info (news, weather, movie tickets etc) from ever increasing sites, speed will become more important. Now, it is too cumbersome for me to log on at home to check the local weather. When my cable modem is installed (3 weeks I hope) it will be always on and I can say goodbye to the weather channel on TV. These are trivial examples but they highlight how we can use the Net for both more and less complex tasks with broadband access.....less complex because the time to fire up the access is now next to nothing; and more complex tasks because large file size items like photos and games are easily accessed as well.
This concept can be applied to all family members as well. The faster people can get the info they need, the more productive they are whether we are talking about high finance, grocery shopping or homework. The cost of broadband access at $50/month is trivial factored as dollars/ minute time saved. It's a matter of how you value your time.
