Yes, John. It sounds very much like they are laying fiber infrastructure, not an uncommon occurrence, not even in upscale communities.

I see fiber crews in the intersection of Wall Street and Water Street almost every day during the normal work week and into the evenings, pulling cable... rodding and roping conduit (in order to test for obstructions in conduits and clear them if necessary, while also leaving a drag line in place at the same time to pull the cable with), and pulling cable from the center manhole cavity in the street to the entrance sleeves of individual office buildings.

Whose trucks were they, by the way? Did you notice?

And are they placing hollow pvc-like ducting (hollow 1 7/8 inch tubing) or are they actually laying the cable that would reside in the tubing? The cable would be a half-inch to an inch or so, most often black or orange. All of the above eventually gets placed in conduits in most urban situations (as opposed to being "buried direct") which are usually 4" in diameter. Normally a conduit would take three (3) or four (4) [often different bright-colored] pvc innerducts.
