Mr. Barrett said the Netherlands could become a "major hub for e-commerce in western Europe," pointing out that the country has a high cable network density and active government participation in developing Internet traffic. Intel, based in Santa Clara, Calif., also is starting a long-term relationship with the Netherlands' Twente University, including donations to the university laboratory and scholarships. He declined to say how much the company is investing in Twente.

Meanwhile, Mr. Barrett defused rumors that Intel may step up ties with Dutch wafer-stepper company ASM Lithography NV. Wafer-stepper technology is a key component in the manufacture of semiconductors. Barrett noted that Intel already is working with ASML in developing extreme ultraviolet lithography, as part of the Extreme Ultraviolet Limited Liability Co. program, or the EVV-LLC.

"We already have our suppliers for the current generation of our technology, although for the next generation we're still open," Mr. Barrett said, declining to comment further.
