Bill, The one thing i have not mentioned is that--even if they don't increase rates by more than .25, they can still reduce them leading up to Y2K. The rates are still quite high and the possible decreases can even come from these levels.
They probably don't really care too much about the market but may be worried about problems like Long term capital last year.
