I've got no real idea who would make the most out of it,
depends on the pecking order, I do know that things don't happen down there like most people think.

They dance to things beyond what
the average North American can envision. Mostly there is always
the "bite" and if your not aware of the pecking order you get
eaten not only by the controlling powers, but any one else who
can exploit you. The dream that some small company will go in and
make a big bundle in one of the S.A. countries is an old one,
but the truth is they mostly get milked, it takes Big Bucks and
connections to mussel in on any profit down there.
Political changes can come fast and with all kinds of complications
you have to have a little "Mafia" type style to even survive.
Paying off the ones in power , and have another front giving money
to the next most likely gang to take over.

Gold properties in Chile have been sold so many times that it
ought to be a tip off, and if anyone will make it down there
they better understand why the bigger players
like Arsco , Cyprus or Freeport, haven't tied up the rights.
Jumping in there half cocked can get you cooked real,
easy. Don't think that what or who is right will win
or worry about justice it will do like it always
has, and favor the highest bidder.
