It seems to me that what has happened is that due to gun control, welfare, and compulsory public education (and perhaps the income tax) the recessive drunk-crazy-pistol-toting gene has run rampant. Young men who would have ordinarily been gunned down in a bar on the frontier somewhere have been excluded from the bars by lack of legitimate picture-identification. They are required to attend school (unlike Billy the Kid) and so have to gun down their classmates.
Under prior conditions the young punks (with the terror gene) who are causing so much trouble now got cleansed in war, horse-stealing raids, whaling voyages, rebellions, Indian massacres, etc. Now they are left around to off each other, but only after they have impregnated some poor girl who will get welfare and raise a new generation of troubled gunners at public expense.
We need to get these kids into NRA-approved vouchered private schools where they can perfect their quick-draw and trigger-fanning techniques. Their welfare payments could be increased for each expert badge they earned. We could then send them to places like Somalia (with low-rider technicals), Bosnia, and Kosovo. If they were killed, few would miss them. They could leave their NSLI to the NRA.
