Certainly, in that the internet is global, and thus any internet link can be accessed globally. However, up to this point, a buyer or seller would have to speak English (I believe) and would have to be willing to buy or sell a product to or from someone most likely in the U.S.

Going forward, I expect EBAY to localize globally, by offering auctions in native languages (as they will be doing in Germany), and offering local auction sites, as EBAY is currently doing in Los Angeles. (Local auction sites facilitate the sale of auction items such as cars that normally require on-site inspection or high shipping costs.)
