There's an interesting series of Powerpoint slides about the USW/FRO merger on the Quest web site: qwest.com

Look through them all, but I'll highlight some of the Qwest-alone vs. combined figures.

That's what they get in return for giving up long distance customers for a few years until they've managed to satify the requirements to offer it within their home territory.

It's worth noting that USWest.net (the company-owned ISP that is but one of many options on their DSL lines) now uses WCOM's UUNet as their primary backbone provider. Looking at these network maps of the Qwest system, it looks like they're already in a good position to offer an alternative -- at least once they have Minneapolis connected:
