DEMOCRATIC CONGRESS
Reagan can't escape the leadership role in busting the budget. He called for the borrowing of more money per year than the country had borrowed in it's previous 200 year history. The republicans did not gain control of congress until after Clinton had enacted the most important economic reforms.
