Judging from what little the White House has released of the so-called bigger "surplus", it looks as if they just extended the previous 5- or 10-year estimate of accumulated surplus to 15 years. It's like the trick of people counting next year's bonus when they decide to buy a car or something else. In any event, if the debt is "paid off" as they claim, the entire government debt will be held in the Social Security trust fund.
