Rules for Nuclear Destruction:

1. Make sure that your enemies cannot get nuclear weapons. There is no such thing as "fair". You can be sure that your enemy does not think of "fair". But tell the public it is fair.

2. If your enemy is getting them make sure he thinks you are a lunatic that must be reasoned with. That perhaps can be reasoned with. Must be reasoned with.

3. Strike first and stack the deck that a maybe unwinnable war just might be won with an "edge".

4. Have spies everywhere.

5. Deny item 4 but accuse your enemy of the same while finding no evidence of the same (on purpose).

6. Lie to everybody but especially lie to the public. In essence tell bigger and bigger lies to people who are in a position to know less and less. This does the world situation no never mind but convinces the people who do not matter to it to re-elect you. Don't tell them why they shouldn't vacation in certain countries.

7. When it is obvious you cannot defeat any particular country in this generation in any sort of arms race then resort to vague threats and minor acts of insidious and unsettling terrorism to further polarize their electorate/regime and make them vote for ever more hawkish leaders who will further accelerate the arms gap thereby guaranteeing that your spies will be able to steal better and better technology. Problem: you won't be able to afford to build them. Catch-22.
