I guess it has to do with capitalizing on the potential to go "multi- national" by entering into partnership with (mostly) Third World governments. They supply the tax- breaks and whatnot, and the cheap labor, you provide the capital and the corporate logo. Places like Mozambique are desperate for a piece of the action. Clinton followed a moderate course on free- trade, and thus created the environment to further the economic integration crucial to the "New World Order"...Something like that...
