Procedures are inanimate, and cannot be on the defensive. Individuals who wish to use procedures can be, and if by putting those individuals on the defensive we deny the procedure to those most likely to need it, we commit a practical blunder, no matter how high-minded our principled rhetoric may sound. Do we assess prospective policies by their conformity to abstract principle or by their probable effects?

The motivation of individuals is irrelevant to the larger question of providing a rationale that is germane to the non- sectarian sphere of.

I'm not quite sure what that means. If it means what I think it does I would be interested to see you explain to the individuals concerned that their motivations are irrelevant.
