Com21 has always educated the CATV community about the benefits and
enhanced return on investment when exploiting "multiple service
tiers". Com21's proprietary products support these features.
As Com21 has been devoted to data + voice, it's products are
more observant of quality of service (delay, jitter) and of
bandwidth allocation.

Note that a system is comprised of both cable modems and head
end controllers. DOCSIS calls head end controllers CMTS's. Some
of the functionality for QoS and bandwidth allocation is in the
cable modem. The bulk of the functionality is in the head end
controller. It takes cable modems and head end controllers
cooperating, to make a QoS and bandwidth allocation aware system.

Before you ask, yes, DOCSIS is a QoS and bandwidth allocation aware
system (requires DOCSIS V1.1 for both).
