As I recall after you mortgage Baltic and Mediterranean Avenue, miss the loot on Free Parking, sell your last Hotel, only to land on Pacific Avenue, (with a hotel of course), you're out of the game. Jerry will no doubt try to get one of his wealthy competitors to pony up a ridiculous sum for his get out of jail free card.
