If you already have a 4 pair line in your house, then you are good as gold, but unfortunately, a lot of households still have dinosaur lines and those are the people that can't get service.

I live in an apartment with telephone wiring that was probably installed in the 1930's. It has just two wires for my phone, and they come through the wall wrapped up in a gawdawful mess along with the lines for 5 other apartments. Despite that, I get what the telco folks say is one of the best DSL signals they've seen. So the household's lines aren't likely to be a problem.

All that I've read -- and my own experience with the technology -- tells me that the problems arise with what's between the household and the switch in the central office (and that was the point that was made in the Last Mile thread).
