CL - I tried to get to bottom of shorts with Nasdaq last week and got a real run arround. As best I could figure after 2-3 hours on phones, is they do not know anything about it. Small cap stocks can be shorted and it's up to the brokerage firms involved. No recording of it and Nasdaq has no control over it. Appears to be the same on this side of the boarder. Full listings they have info on.
In so far a margin calls, it's up to the Federal Reserve bank to make that call, according to Nasdaq. - hope this helps - Denismanybuckslateronphonecalls!! gaaaaad
