It was right when they announced the new CEO search. That was several months ago. That also sparked the stock rebound from the low teens. Now the market is waiting to see who's the man. If you believe in the inevitability of an exciting new CEO and the fact that WIND has more positives than negatives and ought to be able to re-grow earnings then you'll see at $16 (now just below) it's a good bet. Should pop 3-5 points when the new CEO is announced.
