Market reaction positive to Connecticut decision- Is is because everyone is comfortable that EDS will walk away from a bad deal? Shows mature judgement - also, there are a lot of other opportunities to utilize critical talent. I sold major government contracts for EDS in the old days. You have to be careful. In this case, the negotiation process and the approval process allowed the state to add tremendous scope to the original bid terms - all at the same or lessor price of course. This screws the bidder into the ground. I would have no bid this thing up front but here is credit to a tremendous EDS team that got selected.
