China has internet access, but it is not internet access as we know it.

In tech circles it is contained by what is known as the Great Firewall of China.

In reality, their internet is really a big Intranet wich limits access to the internet outside.

However, there is a growing hacker population that has learned to pierce the firewall and there are rumours of people starting outlaw service and accessing wireless communications services to circumvent this.

There should be enough internal intranet content to keep them busy for decades before they start to crave the real internet.
