News out concerning another significant budget surplus in Alberta despite low energy prices during most of last fiscal year. Is there a chance that Stockwell Day, Alberta's Treasurer can be convinced to lower royalties for small oil and gas producers.It seems most of them have yet to recover.Some of these royalties can take a pretty big chunk out of a small companies budget. Any opinions from out west? Richard
