I think you could get the idea done then. That's the leverage you need.

There are people and departments in nearly every city assigned to "combatting" tagging. (Oh; Capitalizing "it" might also help kill it.) Send a few letters. Then there's City Management magazine. I can't remember if that's the exact name of it. but I've seen it back in my Planning Commission days. It's ~ oh, it could be City, Incorporated ~ it's something pretty corny. Every City Hall and Public Works Department in America gets it. It's stuffed with "stuff." Like advertisements for stuff like Street Sweepers. (Not the automatic shotgun.)

Propose it.

That's two avenues of the americas, but I don't think it will get you nationally recognized unless you organize it yourself and appear on Good Morning America several times in PR and pre-flight footage. Then, attending the climax the morning of liftoff, with some of your about to be disillusioned proteges.
