I have a theory. Kevin told me when I last spoke with him that last year's financial results weren't going to be that good. I'm guessing he is waiting to release the financials about the same time he announces receipt of first payment so one softens the blow of the other.

As far as the reason for the last PR. It was clearly an attempt to calm nervous investors and, probably, the subcontractors who have been helping print all those holograms.
