Laying aside possible constitutional objections, there is no way to insulate the process from politics, and the perception of the IC as a loose cannon with unlimited resources has been an issue with both Walsh and Starr. Besides, as I said, Reno could still have fired him, and the only thing preventing it was the adverse perception that would have followed. The only way that the president can be investigated is if there is substantial political backing for the process in Congress...
