Wrong, Rick. State IT will become independent IT Agency, with permission to put functions up for bid. They didn't have much latitude in this area before.

The deal turned into a dog, as it triggered all the immune systems built into state government: unions, election year coming up, turf, no invented here, ... . It's a relief to many people that both parties decided to not go forward. Initial numbers were great, but when all the hands got into the pot it would have been drain on earnings and, especially, people.
