I think if a large institution wants to buy in blocks, they will be accomodated by the Market makers. Drop in institutional ownership is a natural consequence of the drop in price and sometimes forced liquidation driven by small-cap liquidation. 22% is a very good number to have (provided fundys are good enough to attract more) because there is lots of room for more: too much institutional ownership and you are set up for dramatic drops on the slightest of disappointments. For instance, Adaptec's fall from 40 to 14 was largely the result of an 80% institutional ownership running into troubled waters. SO if you're riding with the institutions you better be sure it is safety and quality.
OTOH too low of institutional ownership indicates lack of interest which probably is founded in some reality.
