IMHO they were shocked by a quick runup to $ 10 in two weeks. So they downgraded it to a buy. The recent upgrade shows a higher target price of $ 12.5 and a better outlook for ALSC and the chips/semi in general. Remember we are only in the "initial" stage of the industry recovery - lot can happen from here till the end of 2002!
