Trust me, I know the meaning of that.
This tax started out as one of those with its foot in the door.
Got through because it only affected the "rich".
Started as $.50 per thousand, then raised to $1 per thousand, then
$2 per thousand. Then the stock market took off. People saved money.
Now it's a big revenue generator and we can't get rid of it because the revenue shortfall would have to be made up and a cut is played as a "gift to the rich"...those who saved, scrimped and invested wisely.
Moral of the story is:...don't let any tax get it's foot in the door...
