Crash didn't do enough to follow up on how the markets were disrupted because Japan, the Treasury Dept (Rubin), and the G-7 agreed to set the dollar at a higher peg to the yen. The problem wasn't lack of regulation, but market manipulation without adequate consideration of side impacts on other economies and markets. quote.yahoo.com^VIX&d=2y Looks like last thrust below 20 will do it.
