I think it referred to Max Pollution Level (because this figure is controlled by the government, not actual consumption levels)

Per economic modelling of consumption/pollution, walking and biking have positive effects, but are less limited in their impact. The variable with the most impact is: consumers choice of less consuming vehicles. And this variable (consumer consumption) is directly influenced by economic incentives such as a gas tax. Education and other incentives have not proved to be as effective as straight economic pressures.
