The available ABRX stock (float) was less than 2 percent of the shares outstanding due to a prior tender offer.

Which part of this is unclear? The available float had mostly been bought up already in a tender offer, i.e. takeover. If you think this will happen with CCSI or it is a typical squeeze, you have a lot to learn.
