What I have seen is that most manufacturers are stockpiling semiconductors as insurance to potential interruptions of availability due to Y2K issues

Where are you seeing this? First of all, how can one "stockpile" something with serious time decay? Chips selling for X dollars today will be selling for 1/4 X by 1/1/00. Secondly, companies will not admit to building a stockpile as you have suggested. Please elaborate on how you ascertained that inventories were being built on purpose.
