Baloney. There are numerous programs that, if not fixed, would have failed to work in the transition to the new fiscal year. We'll have reports tomorrow that will indicate how effective many states' programs have been. January 1, 1999, for example, was a big date for state unemployment insurance programs that look forward a year in calculating benefit eligibility. Without alot of hard work on recoding these systems they would have failed. They didn't fail. Draw your own conclusions, but don't ignorantly dismiss the validity of these early dates as tests of our ability to deal with the Jan. 1, 2000 transition.
