Doesn't make sense, at least for now.

I live in Quebec. We eat electricity as we go through 5 months of harsh winter and the majority of households are copper-wired to Hydro-Quebec, probably the most reputable institution in the electricity generation business.

Hydro-Quebec stated it very clearly last year.

Their backbones are more and more fibers. But all local and residential developments will be copper. The costs are simply too prohibitive and are expected to remain so for decades.

I have no doubt that the same is true for developing China and India.
