You are absolutely right.

It is also true that poverty can insulate you from suffering the consequences, at least in this particular instance. For example, I don't think that a 15-year-old ghetto boy will be forced to marry, or to make child support payments to, a girl he got pregnant. Especially if his own parents are unemployed, or absent altogether... I could be wrong, of course.
